Proposals must be submitted in paper format to Victoria Housing Authority at 4001 Halsey St, Victoria, TX 77901 (mailed or delivered in person). No electronic submissions accepted. Proposals received after the deadline will not be considered.

The Housing Authority of the City of Victoria is updating its procurement system to streamline the process and ensure better communication with its vendors. The new system will be required by all vendors who wish to submit bids. No bids will be accepted if they are not submitted through this system. Registering to be a vendor for HCAV is free. If you would like to be considered for statewide and national solicitations, there is a registration fee. This is a great way to get your company name in front of more potential customers and generate leads.
