RFP #2025-001 Certified Public Accounting Auditors

The Housing Authority of the City of Victoria, also known as the Victoria Housing Authority (Authority), requests proposals from qualified certified public accounting firms to audit both entities' financial statements for the fiscal years of 2025 and 2026 with optional three (1) year extensions for 2027, 2028, and 2029. This audit is to be performed in accordance with auditing standards generally accepted in the United States of America; the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States, and (if applicable) the audit requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, Single Audit Act of 1984 as amended by 0MB Circular A- 133 and Audit Requirements for Federal Awards (Uniform Guidance).

Proposals must be submitted in paper format to Victoria Housing Authority at 4001 Halsey St, Victoria, TX 77901 (mailed or delivered in person). No electronic submissions accepted. Proposals received after the deadline will not be considered.

The Housing Authority of the City of Victoria is updating its procurement system to streamline the process and ensure better communication with its vendors.  The new system will be required by all vendors who wish to submit bids.
